The mod team is generally very relaxed about activity necessary to receive boons: one log tag of participation, a log header which goes without response, etcetera. The player in question was notified via PM of the rules of submission, and had agreed to provide additional links.

"Lots" is generally relative to the event and month in question, because the same metric for a month such as December would easily get blown out of the water for summer months, or for events which inspire a flood of participation (such as coordinated attack events, the moon event, and others). In a month as sparse as this, as many as 10-15 combined comments would be considered a lot.

We like to think that we impose very few limits on what people can ask for, and the vast majority of boons are indeed people getting precisely what they ask for. Or nearly so, if only so that characters have more to work toward in future months.
