In the example you give, it is true Erik does not have what might be considered a lot of activity -- however, as noted, we pm'd the player and hashed out a solution. In this instance, more leeway is given, and we trust in the solution discussed because Erik is a more active character overall. For comparison using the examples you cited, this is the activity logged for Bran over the course of approximately two and a half months in game. This is the activity logged for Erik, who has been in-game only six weeks longer. Within minutes of the agreement, they supplied additional links.
In general, we do give leeway to more active characters and not to those who are less active in the game as a whole when it comes to boons. As we said, most people do get what they want -- but overall activity is taken into account for big asks.
