oh yeah, absolutely! he can pretty much freeze any existing water into ice or snow so it's possible to make it work. he also has a way of making condensed/packed snow burst into smaller flakes (if that makes sense?) so any that's been exposed to lavender can be used in snowfall to cover wide ground.
