I think it would be reasonable to assume that anyone that's involved in ground-level stuff (like protection details and helping with the actual building of the town) will be able to get a house at dirt cheap prices. I think after the time skip, that's when things will be more established, so new houses would have to be built, but I think I might also invest in having some inns and whatnot in the central ring around the spire. So she and her friend could either have a permanent room at one or they could have their own house. I still need to go over plans of what's going where, but either way, if she and Junpei stay around, they're likely to have something solid.
