Paloma will need outside help to access the harp! She doesn't dream during the day when she is "asleep" and, in fact, isn't sleeping at all. Every day when the sun goes up she falls down dead, remaining so until the sun crawls back down its asshole. No dreams means some magical assistance, probably, if anyone might be willing and able to help?

She hasn't met the boon requirement for that, either! Would anyone like to backtag? Paloma is Unseelie but not hostile toward-- well, anyone. Some common places she can be found are in Srathmarbh/spire 9, Loch Noa, random points between in the mountains and forest. But I can also possibly work something else out!
