Also, if you want to get Waver involved with the Dullahan--I figure if the Dullahan just appear, the only choice you have is to run away as fast as possible, which kind of means doing what the Monarchs ask and leading them towards the citadel.

...but possibly an issue if Waver's got kidlings on his hands.
