I mentioned up in my thread with Waver's player about possibly relocating the refugees to some of the spires that could use a population boost. It'd be... pointless in her eyes to just move them to the mainland only to move them once more. However if he gets a good idea about Leathann, she might feel more confident about only temporarily relocating them.
