Especially considering all of the refugees filtering in from Leathann, she wants to try to keep calm and to see as many people settled in and/or moving on that they can manage, especially during the uproar. She'll consent to being overseen by the native officials while she does her best to rally people into calm and to see how the city officials can conduct business as usual without Fortuna.
