HOWEVER. I was thinking on this the past few days and I wondered... So the Seelie are currently occupying Mair, yes? The Seelie are into wine. Maybe a way of getting the Seelie out of Mair and allowing for an Unseelie reoccupation would be to spike some of the wine stores in Mair and mess with the Seelie and get them addicted to something that maybe some natives can be selling on behalf of Brucolac?
Otherwise, I think Lavellan would be wary of bringing that sort of drug into Treun unless she could be certain they could keep it under control and keep a handle, maybe using it as a trade for information? She just wouldn't want something like that to get out of hand in a place like Treun, with refugees and mourners everywhere, who might just want to try something to get themselves away from reality for a bit...in a fucked up way.
