Waver's calling on Grell, and she's not really willing to give Kirei anything short of massive suffering if he's pissed off Waver, and the list of things she'll do is many, including trying to forcefeed Kirei her own blood to work magic from inside him. (Which is obviously a high chance of failing, but jsyk.)
