Native OCs would be born (or made!) in the drabwurld, to ensure that secrets about the shards stay in mod hands! Part of the reason the OC apps will be so vigorous is that they will involve a roundtable session with one of the NPC mods to discuss fitting your character neatly in. So if you have good ideas, it'll just make things easier!
