Hmm, well it has to compel the enemy to do something or feel a certain way, and Piper doesn't know what that magic word means, so she can't really plant a suggestion in the shadow creatures' heads. Maybe she could say the word while thinking "retreat" or "fear" and that will add more power to it? IDK, I could ask the mods.
