How? Easy!

I'd like them to meet one day o/ Minako has that fun kind of personality that can alarm Elincia/get her to stop being so uptight and hey, more friends is always good.

That would be great! Minako is great at making uptight people relax or get really annoyed with her (see: her best friend Rei) and Elincia is someone elegant at the same time, Minako will also want to be like her/try to emulate her because Minako wishes she can be ladylike.
